They are afraid to end the lottery, simply because it has been taking place in their community for decades. They believe that something bad will happen if they put a stop to it - that they will somehow be cursed. They fail to realize what a tragic effect it has on families that lose their members, until they are found in that situation.

Mrs. Hutchinson does not complain until her husband is selected as a winner. She should have refused to participate in the lottery a long time ago, together with the rest of the community. Until the lottery directly influences their lives, the villagers consider it fair.
