There were also much more automatic guns, nuclear weapons, chemical warfare utilization, better grenades and explosives, better fighter jets and attack planes. The main reason there were more total deaths, however, was because of the number of civilians that died throughout the war.

Washington gives this as the Confederation's reaction based on the past government that hasn't been responsive to the people which are slow and has a different purpose. He was citing that this is from one point of view could be better than the present has to offer.

Washington was trying to let the Confederation see the possibilities that the new type of government that is being introduced would also experience problems before it can be finally settled.  He also gave a further situation where he could not see the success of this, instead of a rebellion from the changes that would come.

He did not want the federal government to have a large amount of power, as this gave the government a lot power to put on citizens, like the British did to the colonists. George Mason wanted a strong central government, like the Articles of Confederation, which gives very little power to the government, and makes it so they can not regulate trade or even effectively make people obey to certain laws.

As the veterans came back, they returned to the workforce in large numbers to fight for jobs with existing workers who had entered the workforce during the war, unemployment shot up due to the limitation of jobs. The government wasn't worried about this, it was more worried about possible inflation.
