On October 22, 1962, President John F. Kennedy broadcasted a radio and television address to the nation. He informed the people that a U2 spy plane had identified missile launch sites that were being built in Cuba with hundreds of medium-range nuclear missiles being transported from the Soviet Union; with the sole purpose of striking major cities in the United States. Sudden shock filled the entire country. Tensions ran high between the United States, Soviet Union, and Cuba in the form of a psychological warfare that was imbued with communications and miscommunications. One wrong move by either side would trigger an all-out nuclear war. President Kennedy assembled a secret team of advisers and members of National Security Council and classified it as The Executive Committee of the National Security Council or ExComm for short. Throughout the next few days, he convened and communicated with his council to achieve the best course of action to take. President Kennedy, with ExComm’s approval, enforced a naval quarantine on Cuba to prevent the missiles being imported from the Soviet Union from arriving. Days later, Soviet ships arrived at the quarantine line set by Kennedy and were told to hold their position with direct orders from Moscow. Both sides understood the consequences of an attack on each other and was led into a stare down. At this point, the US and Soviet Union were prepared to launch their weapons, and tensions were at its highest. During this stare down, the US was at its most vigilant point in its history at DEFCON 2. ExComm receives a letter from Khrushchev, disclosing that they would not remove their missiles unless Kennedy publicly announced that the US would not invade Cuba. Afterwards, Khrushchev added that alongside to the proposition, the US must remove the nuclear weapons already set in Turkey. On October 26, President Kennedy finally agreed and, in a speech, aired on Radio Moscow, Khrushchev announces the dismantling of Soviet missiles in Cuba, and the crisis was officially over. On November 21, Kennedy ends the quarantine. The Cuban Missile Crisis was at the height of the Cold War and through many communications and miscommunications between the United States and Soviet Union, all-out nuclear war was prevented. The outcome strengthened the communications between the two nations. Both leaders understood the possible outcomes and sought to reduce tensions between their nations. President Kennedy sent US diplomats to Moscow to continue talks with the Soviet Union on limits for nuclear testing, and on July 25, 1963, the two nations agreed to ban certain testing after days of negotiations. The Limited Nuclear Test Ban treaty was signed on August 5, 1963 in Moscow, by US Secretary Dean Rusk, Soviet Foreign Minister Andrei Gromyko, and British Foreign Secretary Lord Home, which prohibited the testing of nuclear weapons underwater, in outer space, or in the atmosphere. Communications between nations have substantially improved and many policies have been expanded into the world through the United Nations, and effective diplomacy has a pivotal role to play in every country.

Although the constitution does not mention the issue of secession, The Supreme Court has consistently interpreted the Constitution to be an "indestructible" union.  The states cannot leave the Union. There is no legal basis a state can point to for unilaterally seceding.

Possibly the major one was political unrest in the country, which included strikes and protests, and were in turn influenced by shortages created by a war with Pakistan which she ordered (as a support for the independence of Bangladesh). Gandhi was facing a very strong political opposition in the country. The population of India was very unsatisfied with many aspects of her politics, such as her violent answer to the protests, corruption and forced sterilization.
