The emperor Justinian tried to expand the army albeit many problems that eventually contributed to the downfall. No one single factor contributed to the fall of the empire. There were a number of factors such as:

  • the natural disasters
  • the invasion by the powerful armies such as the Turks
  • the crusades
  • the constant strain in the state of affairs of the country
  • a weakened and disloyal army

All the factors above contributed to the fall of the empire.

All the things that Bernstein stated is backed up by the NAACP reps as well as the woman. The NAACP reps showed that black people were left out of the program and the woman was able to prove that she, too, got no help from the program. Degler's statement was far too over exaggerated.
