I'm going to guess your talking about like an essay, but ig it could go anyway you need it to go, you should begin a paragraph when whatever the topic of the "text" is begins or ends, if your beginning a text with no context then you just begin, but if you already have a paragraph started and need another one then end it, and begin with a new topic, or the same topic just moving on to a new category.
