Both the terms 'civil rights' as well as 'civil liberties' are used synonymously or interchangeably. But they represent different meanings.

The Civil rights are the basic rights of the people that protects them from any discrimination in the society. While the Civil liberties are concerned with the rights and freedoms of individuals that are guaranteed to them by the Constitution.

Civil rights refers to the positive actions that the government should take to treat every individual in the society equally. While civil liberties of an individual provides protection from the unwanted government actions.

Under civil rights every individual should be treated equally irrespective of their caste, color, origin, belief and religion.

As the US supreme court asked that as long as the blacks and white had equal fundings and that all conditions were the same, segregation can be seen as legal. However, this rarely happened, and it led to desegregation by force at the end. The Jim Crow Laws was the birth of this ruling, as it imposed "equal" but segregated laws (such as segregated laws for public transport, bathrooms, resteraunts, etc.) in much of the states.
