The poet is standing amidst two roads and among them he has to choose one. This dilemmatic situation leads the poet think about both the benefits and losses of both the options. He has to make the choice and there is no coming back after making the decision. The another important theme is the theme of uncertainty. The poet was not aware of such diversion that would fall in his path. The diversion was uncertain. This uncertain situation demanded the poet to take a strong decision at that point of time.

The poem is about reaching a point where a road branches and there are two options, equally appealing.  So, not "good and bad", but a choice still has to be made.  That's why B is correct, and A is wrong.

Obviously, where the road branches, a choice has to be made, so a choice is in fact mandatory- which means C is incorrect.

The rest of the poem talks about what the selection of that choice in road has resulted in, which is why D is also correct.
