The main reason why the border states did not secede in 1860-1862 was because they were concerned with the large amount of military coercion that was taking place in the South, and they felt that the South was ultimately unjustified in removing itself from the Union.
They encouraged colonization by offering headrights to anyone who could pay his own way to Virginia: 50 acres for each passage.
They also used the system of indenture, in which people who did not have money, could pay their passed with a certain number of years of work and with it gain their own land.
At the end, they also turned to African slaves.
They were essentially all independent countries at that point until they ratified that US constitution
