This was passed on January 31, 1965. This was approved by the required 27 of the 36 states. This happened on December 6, 1865. This was announced on December 18th.

What had created problems for the slaves after?

Approximately one year after the amendment was passed, the Congress had used the power to pass a civil right's bill. This was the first civil rights bill, and it is called the Civil Rights Act of 1866. The law invalidated the black codes (the freed slaves) those laws put into place in the former Confederate states. These states that governed the behavior of the black people, and consequently this kept them dependent on their former slave owners.
