1) Although Leopold II established Belgium as a colonial power in Africa, he is best known for the widespread atrocities that were carried out under his rule, as a result of which as many as 10 million people died in the Congo Free State.

2) Basically he was a wannabe autocrat ruler (like his daddy) stuck in a parliamentary monarchy who found an escape playing king over a huge chunk of central Africa and sought to make a buck of it through the rubber trade. To achieve break even in operation costs he had to let go of the original fairly altruistic approach and let the companies more or less do what they wanted to bring in the money needed and more. The profits made he mostly spent on giving his nation beautiful buildings and the attempt to model its major cities on Paris of Georges-Eugène Haussmann - Wikipedia and Napoleon III .
