The alliteration helps readers imagine what the curtains sound like, and the mood that this sound creates is a suspenseful mood. The narrator is reading on a bleak December night to forget that his beloved Lenore is dead. The sudden noise of the curtains fill him with fear, "...filled me with fantastic terrors". He tries to convince himself that it is some visitor and nothing more.
