In my opinions, management agents to some degree serve people of the land, because if they don't do so, they can not remain in administration or be a part of the management. People wouldn't recommend them. And to some measure, they regard for themselves, their friends and patrons. But they can not go beyond the limit because sometimes it involves country interest too.
