They were the best militarily and had allies.  

Explanation:

The Qin dynasty rose to power because they weren't crushed on day 1.

They had a great military and allies.  The Qin dynasty would conquer all enemies such as the Wei and Han, and then conquer their (now) former allies to unite China, such as the Chu Dynasty.

He allowed many areas of his empire a great deal of autonomy, rather than centrally controlling things.
