Why cant we produce an air vaccine to kill corona around the world? plz help me figure it out

Not everyone has the cov-19 so if you do, do that it can make people go sick because some people could be allergic to the vaccine. The vaccine really couldn't be air it would have to be more of a "steam" than air because you are mixing chemicals together to make something.
