The actions and inactions of Monsieur Hamel, contributed to the development of the theme and main idea itself within the story since he was more concerned and bothered about showing the students that despite the circumstances, they should have it at the back of their minds not to let the lessons they've learned go to waste.

In one of the paragraphs, it states something like this

"Thereupon he turned to the blackboard, took a piece of chalk, and, bearing on with all his might, he wrote in the largest letters he could: “VIVE LA FRANCE!”

As we can see, Monsieur Hamel does not want the students to feel discouraged, rather encouraged about the new life that they'll be going into. He intends to make them not forget anything and everything and also for them to continue in their learning of the language, French, that is.
