After the attacks, President George W. Bush ordered the creation of the Homeland Security Department and he signed the Patriot Act on October 26, 2001, as an immediate result of the terrorist attacks

The purpose of this act was to diminish the possibility of another terrorist attack of that magnitude in the United States and to establish the proper punishment for terrorists.
