En el año 1812 el Primer Triunvirato dispuso la utilización de una escarapela nacional de dos colores: blanco y azul celeste, conforme al diseño propuesto por Belgrano, quien la hizo lucir a sus tropas. El 27 de febrero de 1812, creó una bandera con los mismos colores de la escarapela, reuniendo a sus tropas en Rosario, a orillas del río Paraná y les ordenó a sus oficiales y soldados que le juraran fidelidad.
