The president of the House of Representatives is the representative of the highest hierarchy within the House, designated by his peers within it to lead the debates and be its spokesperson.
It is a role customarily recognized as the head of Congress, since although it is actually chaired by the Vice President of the United States, the latter has a dual role, both executive and legislative, that makes it impossible in a certain way to lead the Congress in a complete way.
