#1 One should take into account that a counterclaim is when one is going against the actual claim. The best counterclaim would be that "Algebra skills are needed for jobs in dozen of high paying fields".

#2 I would say that "It refutes the counterclaim ineffectively because it offers opinions and uses a disrespectful tone". The person that is going against the counterclaim is not using evidence and they're calling the person "clueless" which is rude and very opinionated. 

#3 "Cell phones in the classroom cause too many distractions". It couldn't be choice #1 because that is a claim and nor choice #2 because that is text evidence.
