Issues in United States generally can be divided into three scales : National level, state level, and local level.

Members of the house of representatives were established to represent the interest of the people in local levels. The decisions that they make will directly affected the live of people in one particular district . (such as decisions on which local infrastructures should be built, how local public schools will use the funding, etc).

For this reason, members of the House need to be aware of the issues that happen locally in order to represent them properly. This is why members of the house have smaller districts compared to the Senate.
