It made the northern abolitionists angry because they were forced to return as slaves. By strengthening the earlier Fugitive Slave Act of 1793, later laws wanted citizens to take sides regarding the issue of slavery. problems between the North and South quickly increased, leading to the eventual withdrawal of the South and the ensuing Civil War.
