Answer:

Jonas understands that some of the rules are placed to prevent fights, and overpopulation. He does not like some of them, such as the rule about taking pills to prevent feelings for another person, or even the rule about being honest to your "family". He understands that he is one of the only people that are able to question these rules, as he and The Giver are the only people that see things differently from other people.
