3rd one.

Explanation:

The third one offers a valid reason for getting bear proof trash cans. Someone getting hurt is a good reason to respond to a need. This is the answer.

The first one is utter nonsense. There is no need to do something just because someone else is doing it.

The second one has the same problem. If the bears don't cause a problem, you don't need to get something just because it's out there.
