Yes it is. drugs are very very very harmful. drugs are a big risk factor that can lead to infectious diseases.

Yes it is because many drug users use things such as syringes and needles and thats how it is spread and also they have very low immune systems most of them making it a higher risk of them to get a infectious disease such as HIV,Aids

It's the same reasoning as why insurance gives better deals to people of greater age.. They are seen to have more experience and be more "mature " to drive safer if you have more years driving your insurance goes down.. same concept
