The primary function of these legislators is to make (enact) laws and amend (ratify) bills. This is why they're usually referred to as the legislative arm of government (legislature). In this scenario, a bill passes the House of Representatives and is sent to the Senate. The Senate also passes the bill, but with a series of minor changes from the original version sent over from the House of Representatives. Therefore, the next step for the bill before it becomes law is that, the amended bill must go back to the House of Representatives for a new vote of approval.

Lastly, the bill is sent to the President who then signs it into law.
