Jefferson believed in a strict construction of the US Constitution, unless the Constitution specifically granted a power to the government, the power belonged to the people.

Answer: <em>Jefferson believed that the United States needed the Lousiana Purchase, eventhough the cost might be a little bit expensive. </em>

<em>In 1801, there was a threat coming from the French that if United States did not buy New Orleans from them, they might started a war. </em>

<em>The United States couldn't have another war, so Jefferson returned with a compromise to buy the Louisiana Territory instead of New Orelans from the French because it benefited the United States and it's people the most.</em>

The Butler Act was a 1925 Tennessee law introduced by Tennessee House of Representatives member John Washington Butler prohibiting public school teachers from denying the Biblical account of mankind's origin. It was enacted as Tennessee Code Annotated Title 49 (Education) Section 1922, having been signed into law by Tennessee governor Austin Peay. The law also prevented the teaching of the evolution of man from what it referred to as lower orders of animals in place of the Biblical account.
