It was formed by many students (talib) from southern and eastern Afghanistan from traditional Islamic schools. The ISI and the Pakistani military have given financial, logistical and military support to the Taliban as said by the international community and the Afghan government itself. The way the Taliban achieved their economy was by imposing a 50% tax on any company operating in the country and a 6% import tax on anything brought from other countries. Under the Transit treaty between Afghanistan and Pakistan a network of smuggling happened. By 1996-1999 Mullah Omar made changes to drug dealing. The Taliban controlled 96% of Afghanistan's poppy fields and made opium its largest source of taxation. It is said that it was drug money which funded the weapons and ammunition for their war purposes.
