England is a compact country because the distance from the center to most of the country's borders are not significantly different when compared to each other. The United Kingdom on the other hand, is a fragmented state because Northern Island is on land that is separate from the rest of the UK.
As implied above, a fragmented state is one where all the areas of the countries are not linked directly. This is the case with Palestine as the West Bank and the Gaza strip are not directly linked but form part of Palestine.
