I have an answer key from the test, and it says that she was a princess from 1762 that became an empress of Russia, and that she failed to reform serfdom, because Russians resist change. It didn't say anything about her expanding Russia's borders, rejecting enlightenment idea, or halting the modernization of Russia's industry. If anything, she did all that she could to encourage Enlightenment ideas, promote the arts, and modernized Russia's industry.
