After watching the report, Chang-bo wondered that how is it that such large amount of shoes are being produced and his children do not have any of these shoes. His statement got him into trouble with the Ministry as he was then reported by one of his neighbours to the Ministry for the Protection of State Security.
They most likely wanted slaves to be afraid so they did not collect the courage to escape or disobey. With low self esteem they might not try anything.
