Think about scarcity. What scarce resources might prevent the Mexican government from implementing your suggestion?
mihalych1998 [28]

Prevention of Mexico from water scarcity is explained below:

 • Rainfall is highly frequent in the area of Mexico. Steps like planting more trees can create rainfall.
 • Planting trees also increase the groundwater level. In Mexico, large water is consumed by agriculture.
 • So the government should take steps in advise not to plant crops which consume more water. These kinds of plants can be imported from other countries.
 • Then domestic uses consume more water. People in the are of Mexico should control the usage of water. They should use the recycled water for further purpose. The government should initiate rainwater harvesting.

Did americas attitude about slavery really change or did the abolitionists meraly have the upper hand to enact such changes
riadik2000 [5.3K]
It didn't. People still disliked African-Americans in the south even after the abolishing and after the reconstruction. They just found new ways to be racist and exclude them from the society through things like segregation laws or jim crow laws or the black code or anything similar that was racist.
