For example, during the World War II, a lot of Japanese people were relocated in these internment camps, because there was fear that the Japanese people that lived in US, would react to the US attacks in the war.

If you want to get technical, once the President assumes the Role of Commander in Chief of the United States Military he has control over all military action while congress; per the original intent of the constitution, has control over starting war and ending it.
