Source number 1 has a sworn statement. This type of testimony will always be the most reliable sources to analyze this because this type of testimony is made under a legal oath, where the issuer undertakes by law to speak the truth about the facts.
A public oath, however, does not have that responsibility and for that reason, source 2 is not as reliable as the first source.
