John Locke, an English Philosopher and Physician who was born on 29 August, 1632 and who died on 28 October, 1704 made the statement above. His words can be understood to mean that the way people behave and react to matters, can provide insight into their true feelings.

For example, a person can say that he hates stealing. His true thoughts would be evaluated when the opportunity to steal without being caught presents itself. His behavior then would reveal his true thoughts of the matter.
