Answer: this metaphor could mean 2 things depending on what this text is about: (#1) this could refer to the characters inner thoughts that they are brave like a lion and that they did the right thing and then by calling them a rat it could suggest that they instead did the wrong thing

(#2) The character wants to think of themselves highly, and they compare themselves to a lion to convey this because lions are considered brave, strong, and powerful. Then the metaphor of comparing the character to a rat is used to show the reader the reality. This character doesn’t have the good qualities that they believe they have and so they are compared to a rat because rats are the prey of lions and possess opposite characteristics.

  • In his role as a minister, Dimmesdale possesses a voice that comforts and the power to influence crowds. His parishioners look to him for guidance and he is adored by them. There is no doubt that Dimmesdale excels at his job and has a good reputation among his congregation and other ministers. He must be above reproach in order to serve as a minister. He accomplishes nice deeds despite his soul. His work helps people live moral lives. He loses his capacity to be effective in this regard if he makes a public confession.

<h2>Weakness</h2>

  • As he strives to solve his enigma, Dimmesdale engages in a dark fight and a horrifying penance. He is more susceptible to temptation as a sinner. But for Dimmesdale, his success betrays his determination to come clean. His lectures get better as he endures more suffering. The more he works out, the more inspirational he is on Sunday, and the more his audience worships him. But according to Hawthorne, "No man, for any long term, can wear one face to himself, and another to the mass, without ultimately being perplexed as to which may be real."

Although these are independent clauses indeed, the punctuation in A,B, and C is not correct.
Before 'however' there needs to be a semicolon (;). And after however, you have to put a comma. Therefore D is the correct answer. 
After a comma there needs to be a pause in reading. Does A sound correct to you if you make a pause before 'however' and not after it? Of course not.
