Under the Constitution, the government consists of three branches (Legislative, Executive and Judicial), in which the Legislative has the power to lay and collect taxes. This was quite different under the Articles of Confederation, which established a weak central government that consisted only of a Congress. One of the most important powers the Congress lacked was the power to collect taxes, therefore if they needed to raise money, they could attempt to do so by asking the states for funds (which had the option to reject the request), borrowing from foreign governments, or selling western lands.
They wanted to stop the spread of communism so they helped the anti-communists create a more democratic government<span />
They built the military up and started becoming allies with Germany
By the year 1787, most Americans decided that the Articles of Confederation were defective and needed at least two main changes. First, almost everybody wanted Congress to have the power to regulate interstate and international commerce. Second, most Americans also sustained granting Congress the power to tax the people. The convention, then known as the Federal Convention, was scheduled to begin on May 14. However, only the representatives from Pennsylvania and Virginia made it there on time. More than a week would pass before there were enough delegates to commence the convention.
The attack affected the american security policies because after the attack the american security system was looked down on and also it was taken care of by making the security more stricter.It impacted the view of Islam because it was done by a Muslim group so Islam was looked at like a religion which allowed killing and brutal acts toward humanity.
