If a problem cannot be solved using the public policy solution, you can always solve it with a <em>negotiation</em>, this is a direct discussion of differences between parties involved in a dispute, in a way to resolve issues.
Although it should be mentioned that "public policy solution" is the best way to resolve a problem, justice and law will always be the best way. Policy is made in response of an issue or problem that requires attention. Policy is what the government chooses to do or not do about a particular problem.

Generally government forms the policies to solve the issues or problems of the general public but it is not correct that these policies always prove as the solution of the problems for which the policies are formed.
For example: If government has formed a policy to give a water pipeline in every society in order to provide safe drinking water but due to some issue government fails to fulfill their promise then it is the responsibility to construct a tap by collecting money.
