This means that ratio wise, the following is true:

1 batch        :         1/3 cups of sugar

If she had only 1/2 cups however, the number of batches she could make using direct proportion is:

1          :        1/3

x         :         1/2

1/3x = 1/2

x = 1/2 ÷ 1/3

x = 1/2 * 3/1

x = 3/2

x = 1 1/2 batches

x= 1¹/₂ batches
