Using the process of elimination, you can cross out answers A, (when you want to use a less wordy sentence construction) and C, (when you want the person or thing to perform the action), because A and C describe active voice rather than passive voice.

Passive voice usually lengthens the sentence by adding more words to it, and is used when you want to focus more on the action than the person doing it, meaning you would write the action being performed <em>by</em> the person, not the other way around.
