The House of Representatives is based on the population of the state so states like California and Texas would have more representation here.

The U.S. Congress is modeled this way because the Founding fathers had different opinions when setting up the Legislature. Smaller states wanted equal representation and larger states wanted representation by size. They eventually compromised and came up with the two houses to satisfy both sides.
