At that time, the United States President, Woodrow Wilson, decided to maintain the foreign policy of neutrality and do not involve the United States in the European issues; in this case, World War I. That was his intention and the American citizens supported him.

However, there were some incidents that made President Wilson change his mind. Basically two: the interception of the Zimmerman telegram and the sinking of the Lusitania ship by the German Navy.
