Answer: Assuming international recognition and relative peace, the most important function of government are ensure public order and provide means for conflict solving. The other functions can be covered by people or the private sector (how effectively is a question that remains unanswered) but only the State should have an army or a police force and only the state can provide for a legal system and a political system in the national level.
