In the above lines Shelly creates negative images of Ozymandius and by use of "Cold command," it indicates that he is unforgiving and cruel. Further explaining his facial expression as "frown" and "wrinkled lip" permanent.
He is a proud character and considers himself to be strong and mighty. He placed a statue on board by creating and saying it as "King of kings." He doesn't realize that all these virtues will come to end and ultimately he will be forgotten.
