Swift explains that some mothers are "forced to employ all their time in strolling to beg sustenance for their helpless infants."

There are some basic rules to using quotations. First, the entire quote must be offset with quotation marks otherwise it's plagiarism. Second, the quotation cannot be it's own sentence without any original writing attached. The quotation must be either introduced with the speaker's name and context  or embedded into the sentence as in the correct answer.

Option 2 has not quotation marks or original writing. Option 3 use quotation marks only around the original quote. Option 4 does not use quotation marks at all.
