Other areas are endowed more than others, for example, some districts have plenty of water, (and also have access to oceans and seas). Others have lots of minerals and forest lands. Some have, wildlife, fossil fuels, metallic rocks. "Oil was formed when remains of living things that existed a long time ago were buried under mud in the bottom of the sea. The mud became rocks and put pressure on the remains. The remains were also heated up by surrounding rocks. Heat and pressure changed the remains to oil. Sometimes, movement in the Earth’s surface cause these underwater areas to rise. Oil becomes easier to drill when it is not underwater."
