Usually, a rich locally or regionally influential person that has some radical ideology will use the money and resources to attract people to join the cause, and because of how the situation is in the region it quickly gains popularity and power with it. The methods used by the terrorist organizations are brutal and grousome. The most famous examples are al-Qaeda and ISIS.
