1.) Lincoln's blueprint for Reconstruction included the Ten-Percent Plan,which specified that a southern state could be readmitted into the Union once 10 percent of its voters (from the voter rolls for the election of 1860) swore an oath of allegiance to the Union.

2.)The Wade-Davis Bill of 1864 was created by the Radical Republicans, who believed that absolute punishment had to be levied against the South as a condition of re-admittance during Reconstruction. Why? The bill passed both houses of Congress on July 2, 1864, but was pocket vetoed by Lincoln and never took effect. ... Lincoln wanted to mend the Union by carrying out the ten percent plan.
