To make it easier to understand lets multiply 3:2 by 2 to get 6: 4

now we this is easier because we can say 60% of 9900 is David and 40% of 9900 is Dan

We don't care about Dan so lets solve for David

9900* .6  = 5940

David gets 5940 he splits it 4 : 4 : 2 between himself his wife and son

now we only really care about how much his son and his wife get so lets solve for them

.4 * 5940 = $2376  -> The amount his wife gets

.2 * 5940 = $1188 -> the amount his son gets

2376 - 1188 = 1188

His wife gets $1188 more dollars than his son or his wife gets twice as more than his son

We could have easily found this out by just dividing how much the wife gets by 2 but I chose this way to explain the answer
