EXPLANATION:  

The Second Continental Congress was once violence broke out between the American colonies and Britain in 1775, delegates of thirteen colonies convened in Philadelphia to plan the plan of war and soon, independence.

The Second Continental Congress carried out the normal purposes of a government, assigning ambassadors, issuing banknotes, increasing the Continental Army by conscription, and assigning generals to lead troops. However, Congress's powers were still very restricted. It did not have the power to raise taxes, nor did it have the capability to regulate trade.

There are some facts about The Second Continental Congress:

• The Second Continental Congress was held in Philadelphia in the summer of 1775, soon after the war with Britain had started. It was headed by the First Continental Congress in the autumn of 1774.

• Congress assigned George Washington as a leader of the Continental Army and permitted an increase in troops through conscription.

• On 4 July 1776, Congress passed the Declaration of Independence, which for the first time confirmed the colony's intention to be fully independent of the mother country.

• Congress built itself as the authority of the central government under the Articles of Confederation, which continued in effect until 1788.

The articles proposed in Constitutional agreement of 1787, reflected the need for a sturdy Federal government for the United States. A new agreement was formulated and ratified by all the 13 foremost States of the United States. The article was called the Article of Confederation that came into effect on 1st March 1881 after the ratification of all the States that also served as their first constitution.
