However, Congress's powers were still very restricted. It did not have the power to raise taxes, nor did it have the capability to regulate trade.

There are some facts about The Second Continental Congress:

• The Second Continental Congress was held in Philadelphia in the summer of 1775, soon after the war with Britain had started. It was headed by the First Continental Congress in the autumn of 1774.

• Congress assigned George Washington as a leader of the Continental Army and permitted an increase in troops through conscription.

• On 4 July 1776, Congress passed the Declaration of Independence, which for the first time confirmed the colony's intention to be fully independent of the mother country.

• Congress built itself as the authority of the central government under the Articles of Confederation, which continued in effect until 1788.
