m=\frac{change in x}{change in y}
m=\frac{6-1}{-3--6}
m=\frac{5}{3}
Parallel lines have equal gradients;
So, 
y=mx+c
y=5/3x+c
Replacing for x and y;
-1=5/3(15)+c
-1=25+c
c=-26
y=\frac{5}{3} x-26
